Obama is set to deliver an address on health insurance in Strongsville, outside Cleveland.

The president will spend time "going through why reform is important, going through what it will do the minute he signs the legislation on behalf of millions of Americans, discussing what happens, again, if we decide now is not the time," White House press secretary Robert Gibbs said at a news briefing Friday.

Crews worked to restore power Monday to more than 400,000 homes as a powerful low-pressure system churned off the Eastern Seaboard.

Hurricane-force winds over the weekend toppled trees, taking power lines with them. Heavy rain caused flooding and airport delays across the region.

Mr Slim's fortune rose by $18.5bn (£12.4bn) last year to $53.5bn.

Nervous residents in Chile's capital woke up Sunday morning to more aftershocks, a day after one of the most powerful earthquakes to hit the world in decades left large swaths of their city in ruins.

"I've been using my glass of water to verify it's not just in my mind," said Luke Mescher, an American college student in Santiago. "You can see the water wobbling back and forth every time that it happens."

Ireland's Roman Catholic bishops are preparing for an unprecedented meeting with Pope Benedict XVI at the Vatican. They have been invited by the Pope to discuss the Irish Church's response to the child sex abuse scandal.

Four bishops criticized for failing to address concerns about abuse have already resigned, but victims say more must be done to restore public trust.

Last year, a report was highly critical of the Dublin Archdiocese's handling of priests who were suspected sex abusers.
